Cape Cod FEMA Flood Insurance Rate Map Workshops

Location: Cape Cod Community College

Description: CZM is holding a workshop to review important steps and procedures for determining the boundaries of flood zones for specific sites using the FEMA Flood Insurance Rate Maps. V-zone, A-zone, and AO-zone delineation boundaries will be covered in detail.
Rebecca Haney, CZM Coastal Geologist; Richard Zingarelli, State Coordinator for the National Flood Insurance Program from the Department of Conservation and Recreation; and Michael Goetz, Branch Chief for the Hazard Identification and Risk Assessment from FEMA Region 1 will direct the workshop and answer questions from the participants

Coastal Processes and Shoreline Management

Description: The purpose of the workshop is to discuss the latest scientific and management options relating to shoreline management issues and coastal processes such as erosion, accretion and the change from sand to cobble beaches that have been observed along the coast. Recent coastal storms have caused damage to many South Shore towns and demonstrated the potential for coastal communities to be impacted by even relatively moderate storms, wind, waves, and flooding. This workshop has been developed in response to Plymouth’s concerns and to provide coastal managers and residents with the most up-to-date information regarding coastal processes and hazard issues.
The workshop presentation will include a discuss of coastal processes, including beach and bluff process as they pertain to and help inform management practices and options along with an overview of management options including shoreline management alternatives such as hard and soft engineering and bank stabilization options along with several case studies to illustrate the principles presented.

Audience: Plymouth municipal officials, conservation commissions, town planners, building inspectors, and Department of Public Works staff; homeowners; homeowner associations; beach associations; and other non-governmental associations

Cape Cod Watershed Management: Insights, Challenges and Opportunities

Description: This annual workshop will provide an overview and present several case studies designed to facilitate better watershed management on Cape Cod. The workshop will bring together government agencies, non-profit organizations, towns, citizen groups, and businesses involved with the conservation of Cape Cod watersheds to: 1) learn from project successes and challenges presented on a range of topics including water supply, habitat management and restoration, land use management and wastewater planning; 2) develop and strengthen partnerships; 3) update priorities for the region; and 4) inspire action at the watershed level.

Audience: Coastal managers, town officials, non-profit organizations, businesses, citizen groups, and all those interested in watershed management on Cape Cod

Falmouth Friendly Lawn: How to Become a Certified Provider

Location: Waquoit Bay National Estuarine Research Reserve Headquarters

Description: As a result of focused outreach efforts, Falmouth homeowners are asking for Falmouth Friendly Lawns. Landscape professionals who attend this course will be certified to offer lawn services which minimize impacts to our coastal waters. In addition to learning the logistics of a Falmouth Friendly Lawn program, they’ll receive information on recent study findings on fertilizer practices in coastal pond watersheds as well as marketing tips through a panel of local practitioners.

Audience: Landscape professionals who service Falmouth customers.

(Cape and Islands Self-Reliance) Interested in saving on your electric bills simply by implementing some energy efficiency practices? How about a program where you can buy and support the environmental benefits of renewable energy without actually installing a wind turbine or solar panels on your home or business? March 30: Cape Cod Case Study: Lessons Learned for Renovation and New Construction
This past year, an East Falmouth resident completed a “green renovation” on her home which included solar hot water panels for heating water and her home, insulation beyond code and the use of recycled materials. Coastal Construction Manual Workshop: Planning, Siting and Design of Residential Building in Coastal Areas

Location: Department of Environmental Protection

Description: The manual provides guidance and recommendations regarding methods to limit and mitigate damage associated with development in hazard-prone coastal areas. The manual recognizes the lessons learned across the country regarding the results of hazards to coastal communities and the best practices that have been developed to address those issues. The workshop will provide an overview of the three-volume manual and focus on highlights from sections, such as evaluating site suitability for construction, planning for development, regulatory and environmental constraints for development, evaluating site-specific hazards and techniques to mitigate hazards as well as identifying risk, insurance, and financial implications for development in high hazard areas. The workshop will be directed by William Coulbourne, a Structural Engineer from URS Corporation, who was one of the principal authors and who worked closely with FEMA on the actual development of the manual.

Audience: Municipal officials, state and federal officials, engineers, consultants and other interested parties.

Green Buliding on Cape Cod: Techniques, Materials, Challenges and Opportunities

Description: This workshop will focus on the concepts behind a sustainable building project as well as the nitty gritty of getting it done on Cape Cod. A speaker from the National Association of Home Builders will give an overview, including state-of-the-art research on materials and techniques. Bruce Torrey, a local contractor who has recently completed several green building projects on the Cape, will discuss the realities and focus on incorporating sustainable practices in jobs big and small- including remodeling jobs.

Audience: Home builders, contractors, remodeling contractors and lumber yard owners.

Title 5 Regulations and Alternative Septic Systems

Description: George Heufelder, Director, Barnstable County Department of Health and the Environment has many years of experience in and around septic systems. He will talk about the current regulations for homeowners and commercial property owners, upkeep of systems and permitable alternative systems. Participants will also learn about the inspection process, exemptions, the Mass. tax credit and reporting responsibilities. Mr. Heufelder is responsible for the alternative septic system test site located near the MMR, where he is evaluating numerous denitrification systems.
Real estate agents will have the opportunity to earn two continuing education credits for attending this workshop at Waquoit Bay Reserve. Walk-ins are welcome, but pre-registration is preferred. A continental breakfast will be served at 9:00.

Land-based Municipal Wind Workshop

Description: This is a follow up to last June’s Land-based Municipal Wind Workshop which had representatives from most of the Cape towns contemplating installing wind turbines on town land. There will be opportunities for networking with other towns as well as presentations and question and answer sessions from N-Star, Hull Municipal Light District, and the Massachusetts Renewable Energy Trust. Walk-ins are welcome, but pre-registration is preferred.

Audience: Town Energy Committee members, Selectmen, Town Planners, DPW and other town employees involved in wind turbine planning.
