This is a voice-recorded presentation of the upcoming changes to the WHOI sponsored medical plans in 2014. 

WHOI is committed to providing affordable and comprehensive medical coverage to employees and their eligible family members.  With the constant rise in medical care costs, we continually evaluate  options that will support the Institution in sustaining affordable coverage in the future.  Due to a combination of factors including: the rising cost of healthcare, new costs associated with Health Care Reform mandates, and claims experience associated with some of our current medical plan offerings, it has become increasingly challenging to maintain an affordable program without making some substantive changes.

New Medical Plan Offerings for 2014

For 2014, the Institution will be making several changes to the medical plans to be offered, reducing the plan options from four (4) to three (3) plans. The current HMO, Access Blue, and PPO plans will no longer be offered. The following is a summary of the three (3) plans to be offered in 2014:

Plan 1: High Deductible Health Plan with Health Reimbursement Account (HDHP-HRA):
  • BCBS Plan Name: Blue Care Elect Deductible
  • Existing plan since 2010
  • National PPO network
  • In-network and out-of-network coverage
  • No Primary Care Physician or referrals required
  • Annual Deductible: $2,000 for individual coverage, $4,000 for employee plus coverage*
  • WHOI will fund the first 50% of the deductible through the HRA
  • Employees can continue to participate in the traditional Healthcare Flexible Spending Account (Health FSA) plan


Plan 2: High Deductible Health Plan with Health Savings Account (HDHP-HSA):

  • BCBS Plan Name: Blue Care Elect Saver
  • New plan for 2014
  • National PPO network
  • In-network and out-of-network coverage
  • No Primary Care Physician or referrals required
  • Annual Deductible: $1,500 for individual, $3,000 for employee plus coverage*
  • WHOI will contribute 50% of the deductible into the HSA. It is still yet to be determined the frequency of when the employer contributions will be funded to the employee’s HSA account (e.g., annual, semi-annual, quarterly, monthly).
  • Employees will also be able to contribute to the pre-tax HSA account
  • 2014 Annual HSA Contribution Limits (employer and employee combined): $3,330 for individual coverage, $6,550 for employee plus coverage
  • Employees can participate in the new 'limited purpose' Health FSA plan


Plan 3: Low Deductible Health Plan:

  • BCBS Plan Name: Advantage Blue
  • New plan for 2014
  • National PPO network
  • In-network coverage only
  • No Primary Care Physician or referrals required
  • Annual Deductible: $500 for individual, $1,000 for employee plus coverage*
  • Employees can continue to participate in the traditional Health FSA plan

*employee plus coverage includes: employee + spouse, employee + child(ren), and family coverage.

Medical Plan Carrier Review

In addition to changes in the medical plan offerings for 2014, WHOI is also going out to bid to other medical plan carriers:  Tufts/CIGNA and Harvard Pilgrim/United Health.  As a matter of best practice, the Institution reviews medical insurance carriers every 3-5 years.  Carrier selection will be based on the level and quality of coverage, access to physician and hospital networks, and cost.
