Description

The purpose of Offshore Wind Energy Research Program (OWERP) is to fund projects that develop and establish WHOI technologies or analysis methods as transferable to the emerging offshore wind energy community. This effort is jointly funded by WHOI and the Massachusetts Clean Energy Center (MassCEC:  https://www.masscec.com) as a means of pushing new methods or developed techniques of observing or modelling the sea floor, ocean, and atmospheric environments developed at WHOI past the ‘burden of proof’ for commercialization and use by industry.

Proposals should emphasize how the research will bring the Institution's engineering and instrumentation expertise to bear on timely scientific and technical issues for the offshore wind energy industry.  The recently published whitepapers: “The development of ocean test beds for ocean technology adaptation and integration into the emerging U.S. offshore wind energy industry”  ( https://hdl.handle.net/1912/10412), and the Massachusetts Research Partnership’s report: “Reaching convergence in United States offshore wind energy research : a multidisciplinary framework for innovation, a white paper authored by the Massachusetts Research Partnership in Offshore Wind” (https://hdl.handle.net/1912/10537) provide background information on the state of the industry as well as potential avenues for technological advancement.

Proposal areas/ideas should be able to demonstrate a technical readiness level of the approach that is commensurate with potential near future adaptation by industry, or one that could be more fully developed by funding from outside agencies. Involvement, as collaborators, with industry or regulatory groups is encouraged.



Eligibility

These awards are only available to members of the Woods Hole Oceanographic Institution's Scientific and Technical Staffs. The works should seek active interactions with industry groups (developers, wind energy consultants, service providers, or European R&D centers), however, all funds should be spent by WHOI PIs.

A PI or co-PI can submit no more than one (1) proposal to the call.



Funding Information

A total of three (3) awards up to $65,000 will be granted, to be used over a 1-year period. (15 March 2019 - 29 February 2020)

  • The funds are provided by both the WHOI Wind Energy Catalyst program with matching funds from the MassCEC as part of the AmplifyMass matching program.
  •  Awards can be used to support salary and overhead for Scientific and Technical Staff as well as appropriate travel, equipment, supplies, and miscellaneous costs.  Awards are not intended to support students or postdocs.  Postdoctoral scholars are ineligible for funding via this award.
  • As the need for these funds is always greater than the amount available, PIs should ensure that they have sufficient time to accomplish the proposed work within the award period, and preferably during the first 6-9 months.
  • Budgets should include travel to a wind industry conference or meeting to present the work to a broad audience of science, agency, and industry representatives.  Two potential meetings are highlighted here:
  • It is appropriate for PIs to discuss ideas with representatives from MassCEC, WHOI Catalyst Wind Energy team (A. Kirincich akirincich@whoi.edu or J. Trowbridge jtrowbridge@whoi.edu), or industry partners towards preparing a better proposal.


Review Criteria

Proposals will be reviewed with the following criteria in mind (see the ocean test bed whitepaper for background information):

  • Is the technology and/or application proposed of significant use to the industry or    regulatory community? 
  •  Is the proposal driven by the needs of the industry or community?  What is the potential merit of the application?
  • What is the likelihood of successful development towards a ‘State of the Practice’ application?
  • Will awarding the proposal give the principal investigator(s) leverage when applying for funds from federal partners, R&D consortiums, or industry groups?


Review Process

The proposals will be reviewed by an ad-hoc committee of WHOI and MassCEC staff as well as designated industry representatives.  PIs are asked to remember that reviewers will not have expertise in every field and that proposals should be written accordingly. Reviewers will rate the proposals using the NSF system and make recommendations for funding to the WHOI Deputy Director & Vice President for Research (DDVPR) and MassCEC representatives, who make the final decision will be based upon those recommendations and the availability of funds.



Required Reporting

Brief progress reports are required at the end of each award quarter.  These reports will be used to keep the WHOI Wind Energy Catalyst Program and MassCEC sponsors informed of your progress.  A simplified report format will be distributed in advance. These reports will be shared with both the CEC and the Development Office. It is likely that someone from the CEC Media Office or the WHOI Development Office will call to discuss your research in more detail or to ask you to meet with sponsors/industry representatives.  Presentations may also be requested.

Funded PIs are also expected to attend at least 1 offshore wind energy specific conference or meeting (see above) to present their work and interact with industry and state and federal stakeholders.



Proposal Guidelines

The start date for most of these awards will be 15 March 2019.  End date is 29 February 2020.

Proposal applications must be received by Friday, 18 January 2019 5:00 pm and include the following in this order:

  • Abstract: The abstract should be only 1-2 paragraphs long. The abstracts should not be too technical and should not be taken directly from the text of the proposal.
  • Text: The text should describe what PIs wish to do. All criteria will be explicitly addressed in a successful proposal. These proposals are reviewed by an interdisciplinary team so it is best to avoid jargon and lengthy technical narratives. Reviewers will be looking for clear descriptions of your questions and methods for achieving the answers.
  • A page limit of 2 pages (excluding abstract) will be strictly enforced. Graphics and references are not included in this limit. Figure and table legends should be a reasonable, as in publications.
  • Proposals must be legible. Font size should be a minimum of 12, and vertical spacing appropriate for the font size. Small type size makes it difficult for reviewers to read the proposal; consequently, small or type or cramped line spacing may be cause to return the proposal without review.
  • Budget: that is prepared in WHOIgrants and that shows the proposed expenditures. Award start date is 15 March 2019. End date is 29 February 2020. If applicable, WHOI domestic per diem rates should be used.
  • Budget Justification: Justification must be provided.  Explain unusual items. Use WHOI domestic per diem rates.
  • CV: Each PI should provide a current 2-page CV that includes a list of the 10 most recent or relevant products. Products can be publications, data sets, software, patents and copyrights.
