Transfer Within the Institution

There are two reasons for a transfer within the Institution:

      1.An employee applies and is selected for a position that has been posted within the Institution; or 

      2.An employee is faced with termination because of lack of work/funding in a project.

I. Transfer through Posting: 

    If an employee feels qualified for a position which has been advertised within the Institution, application should be made through Human Resources. A copy of the employee's most recent evaluation report will be included with the file when it is forwarded for review, along with the present supervisor's statement of opinion regarding the transfer. 

II. Transfer through Lack of Funding: 

A. If an employee is notified that continued employment is uncertain due to lack of funding, the employee should check the list of vacant positions published by Human Resources. If there is a suitable opening, application should be made through Human Resources. 

B. On occasion, either the employee or Human Resources may be aware of a pending vacancy, which has not yet been posted, for which the employee is qualified. In this event, the hiring supervisor will be contacted, and if the vacancy does exist, the employee's file will be forwarded for review. If the hiring supervisor wishes to offer the position to the employee, a Position Requisition and Authorization to Hire, Promote or Transfer form must be initiated to establish the need for the position and to obtain the necessary approvals. 

C. The posting requirement is waived in the case of an employee faced with termination because of lack of funding. 

III. Levels of Approval for Transfer: 
A. Technical Staff and Departmental Assistants: see the Appointment and Promotions Handbook "The Blue Book".

B. Exempt administrative staff and non-exempt graded staff with a salary grade level higher than Grade 8 requires approval from the appropriate Associate Director. 

C. Non-exempt graded staff with a salary grade level between 1 - 8 requires final approval from the Human Resources Manager.
