Job Summary
Reporting to the Director of Procurement and as a member of the Procurement Team, is responsible for contributing to and continually improving an efficient and cost-effective process designed to assist Institution staff in their procurement of goods and services through an integrated procurement process of Accounts Payable, Purchasing and Receiving, in compliance with Institutional policies and government regulations. As a contributing member of the Procurement Team, is committed to the common purpose, performance goals and approach for which team members hold themselves mutually accountable. Performance evaluation is based on a combination of team success and individual accomplishment
Major Duties
- Manages procurement contracts and agreements including but not limited to the following (40% of effort):
- Reviews contract & agreement language to ensure WHOI position is safeguarded
- Negotiates with selected supplier(s) regarding contract & agreement language and terms
- Analyzes pre-award documents to ensure WHOI’s ability to comply with funding organization procurement requirements
- Provides expertise regarding federal contract language, clauses and requirements to ensure compliance with acquisition provisions of grants and contracts awarded to the Institution
- Coordinates with legal counsel as needed
- Establishes strategic vendor relations with large suppliers (40% of effort)
- Manages and provides purchasing and payables data to the Institution’s management team and works with accounting staff to ensure scheduling of AP is aligned with cash management (15% of effort)
- Acts as Small/Disadvantage Business Officer for Institution with duties including the following (5% of effort):
- Assists the Director of Procurement in creating/improving program policy and procedures
- Creates subcontracting plans as required by funding organization
- Monitors WHOI compliance with Subcontracting plans
- Manages WHOI small and disadvantage business outreach program(s)
- Analyzes WHOI supplier base to ensure appropriate small and disadvantage business resources are available to the community
- Develops and maintains Institution training regarding WHOI small and disadvantage business outreach program
- Collaborates with the Procurement Director in creating and refining related policies and procedures.
Desired Education/Experience for Hiring
Bachelors' degree in Business or related field with a minimum of 5 years purchasing experience, preferably in a non-profit environment. Demonstrated knowledge of contracting requirement essential. An MBA or similar graduate study is preferred. Appropriate familiarity with federal purchasing acquisition requirements (FAR & DFAR). Strong interpersonal, communication and organizational skills essential, along with demonstrated willingness to learn and share new ideas.
