Job Summary
Reporting to the Assistant Procurement Manager, is responsible for assisting the WHOI community in regards to the purchasing of scientific and oceanographic related equipment in addition to other off-the-shelf small dollar procurement requests. As a contributing member of the Procurement Team, is committed to the common purpose, performance goals and approach for which team members hold themselves mutually accountable. Works closely with all members of the WHOI community and interacts with all external suppliers to the Institution.

Major Duties
  • Works closely and independently with members of the WHOI community to create an atmosphere of partnership and mutual respect, providing world-class service.

  • Handles requests for quotes for off-the-shelf type products; processes a high volume of procurement documentation including bids, purchase requisitions and accounts payable certificates in compliance with Institution policies and government regulations.

  • Manages existing e-procurement solutions by providing analysis of use, identifying areas for improvement, educating/training the community on benefits as required.

  • Analyzes community procurement transactions and proposes solutions utilizing procurement methods available, to enhance the level of service to the community.

  • Anticipates Institution needs and requirements by keeping abreast of market and product trends.

  • Researches market for qualified suppliers and maintains appropriate business relationships with scientific supplier base.

  • Works with other members of the Procurement Team in a collaborative manner.

  • Protects Institution resources by recommending policies and procedures that conform to government regulations and best business practices.

  • Through internal and external periodic feedback procedures, measures effectiveness of operations, including customer satisfaction, and proposes methods for continuous improvement.

  • Performs other duties as assigned.


Desired Education/Experience for Hiring
An Associates Degree in Business or related field and 1 to 2 years experience in some aspect of procurement desired. The position requires intermediate computer skills with such programs as Word, Excel, World Wide Web and relational databases. Data entry skills are essential in processing the high volume of procurement transactions associated with this position. Familiarity with scientific terminology for supplies and equipment preferred. Strong interpersonal, communication and organizational skills are essential. Must be able to work with minimal supervision, showing good judgment and discretion. Demonstrated initiative and willingness to learn and to share knowledge.
