Job Summary
Reporting to the Employment Services Manager/EEO Officer, provides employment-related services for assigned Institution departments by providing guidance and assistance relative to policies, practices and procedures applicable to a broad spectrum of Human Resources activities. The incumbent will be expected to have a solid foundation and in-depth knowledge regarding FLSA and other employment related laws (ADA, EEO/AA, Civil Rights Act, National Labor Relations Act, etc.)

Major Duties
  • Serves as an authoritative source utilizing a broad knowledge of Institution personnel policies, practices, and procedures and is responsible for comprehensive human resources support to a diverse client base. Assures the smooth running of operations within area of responsibility by establishing priorities. Will be expected to participate and independently conduct research into policies and programs related to area of responsibility and make recommendations as appropriate.

  • Ensures compliance with Federal and State labor laws and requirements affecting human resources activities.

  • Interacts and consults with hiring supervisors in the planning, approval, and implementation of staffing projections, recruitment strategies, utilization goals, posting/advertising, screening and applicant pool development, and selection support; assists with and facilitates the design of proactive staffing plans. Will be expected to oversee the Recruitment and Advertisement budgets.

  • Reviews position descriptions to confirm appropriateness of recommended level of job or recommend alternatives. Works with departments to draft new position descriptions and may assist with benchmarking initiatives.

  • Creates and disseminates job postings; drafts employment advertisements and coordinates ad placement.

  • Arranges and participates in interviews with candidates and serves as the primary contact for interviewees; briefs candidates on Institution policies and may check references. Assists in the hiring process by providing feedback and guidance to the hiring supervisor.

  • Coordinates employee relocations.

  • Handles check-in's and check-out's for all employees and guests; conducts new employee orientations.

  • Facilitates employment related actions in regards to new hires/appointments, promotions, transfers, changes of status, and terminations; advises WHOI community on processes and policies related to such. Will be expected to be an authoritative source related to processes and practices associated with certain Institution councils (Technical Staff Evaluation Council, Administrative Professionals Evaluation Council, etc.).

  • Conducts initial salary analysis for all new hires, promotions, transfers, and adjustments. Will be expected to articulate results of analysis and highlight any key issues; makes recommendations as appropriate and necessary.

  • Prepares professional correspondence and documentation for various personnel actions and situations, sometimes of a sensitive nature.

  • Interfaces with employees from check-in through check-out.

  • Has signature authority for certain personnel actions as defined by the supervisor.

  • Provides on-site services and visits on a regular basis, addressing various human resources and employee relations issues. Acts as liaison in reviewing the needs of the WHOI community and pulling in Human Resources specialists as necessary.

  • Is a member of the EEO/Affirmative Action Team.

  • Retrieves information utilizing BiTech system and various CDD reports.

  • Identifies opportunities, defines problems, and recommends viable solutions which include action plans and timetables. Assists in the development of administrative procedure manuals, forms, reports, etc. Will be expected to create a user's manual for area of responsibility and participate in workflow analyses.

  • Handles and maintains confidential materials.

  • Answers inquiries relating to all aspects of the human resources functions.

  • May conduct exit interviews as requested.


Desired Education/Experience for Hiring
College degree and professional credentials or equivalent experience as an HR professional. Excellent communication and interpersonal skills required. Experience in Microsoft Office applications required. Must be able to exercise discretion and insure a high level of confidentiality. Attention to detail is critical. Must be able to take initiative and work in a team environment. Must possess strong communication skills, both written and verbal. Must be able to demonstrate excellent analytical skills. This position is expected to perform at a high level of proficiency. Must be able to prioritize work, work under pressure, handle sensitive situations with a high level of professionalism, and manage multiple duties simultaneously.
