Job Summary
Reporting to the Director and President and working closely with the Vice Presidents, this position is charged with managing the relationship between the Institution and the Federal Government.

Major Duties

Responsible for planning and implementing a government relations program that assures appropriate ongoing relations with the principal science funding agencies and Congress. As an Institution liaison to Federal Agencies and Congress, represents WHOI and its science objective.
Responsible for assuring institutional priority funding goals from the Federal Government are achieved. Participates in the strategic planning leading to the prioritization of goals and works closely with the Vice Presidents in implementing plans to achieve success.
Responsible for identifying sources of potential increased funding from the Federal Government and making recommendations for access to new funds.
Works with individual members of the scientific staff on targeted program funding needs as required and on Congressional testimony.

Desired Education/Experience for Hiring
Must have solid, extensive experience in Federal Government relations with a demonstrated understanding of the work of the principal science funding agencies and legislative process. College degree required. Graduate work (Ph.D. or equivalent degree) in public policy or science and engineering preferred. A high degree of organization, ability to solve problems, and excellent communication skills are essential. As a member of the Institution's senior management team, this person will be able to plan and implement both long-term strategies and short-term programs. As a senior representative of the Institution, this person will have good oral and writing skills and the ability to synthesize and translate science for the policymakers and public. Strong interpersonal skills are essential. Ability to understand the interface of public policy and science is required and experience in making policy is highly desirable.
