John A. (Jack) Riggs is Executive Director of the Program on Energy, the
Environment, and the Economy at The Aspen Institute. From 1993 to 1995
he was Principal Deputy Assistant Secretary and then Acting Assistant
Secretary for Policy and International Affairs at the Department of Energy,
and he served for 20 years on the staff of the U.S. Congress, including
13 years as staff director of the House Subcommittee on Energy and Power.
He also served in Vietnam and Brazil with the Agency for International
Development and has taught energy policy at the University of Pennsylvania.
He is a graduate of Swarthmore College, where he is a member of the Board
of Managers, and he has a masters degree in public policy from the Woodrow
Wilson School at Princeton University.
