As part of the President's 2002 Fiscal Year Management Agenda to improve government services to the public a governmental resource named the E-Grants Initiative was begun.  Grants.gov is the result of this Initiative.  

Grants.gov is a central storehouse for information on over 1,000 grant programs and provides access to approximately $400 billion in annual awards.  The Federal Government has set goals for all funding agencies to accept applications for funding through Grants.gov.  To date, NOAA, ONR,  and USGS require that ALL applications be submitted via Grants.gov.
