Policy Process & Review

Woods Hole Oceanographic Institution policies are owned by a responsible office under the authority of a responsible member of the Senior Administration. 

Policy Process Steps

  1. Please use the template below to draft a proposed new and or updated policy.
  2. If creating a new policy, the Responsible Office (RO) must first draft Section 1 with input from the Responsible Member of the Senior Administration or Staff Council (RM). The RM must review this with the Senior Administration before proceeding. Upon approval from the Senior Administration to proceed, the RO may elect to first alert and send Section 1 to the Policy Advisory Group (PAG) (email: pag@whoi.edu). The RO may be required to form an informal editorial group of those stakeholders in order to complete Section 2.

    If revising an existing policy, proceed to Step 3 below. If minor edits are required and they do not cause substantive change to the policy as per the discretion of the RO and the Policy Coordinator, no further approval is required.  Policies that are Under Revision should have in parentheses Under Revision and be written on the policy in the header.

    If a new or revised policy is created by Human Resources or Legal Affairs, can proceed to Steps 4, 5 and 6 below. In certain circumstances, under the authority of the President and Director, policy creation and approval can proceed directly to Step 7 without approval from Senior Administration and Staff Council.

  3. Once review and input has been obtained, Section 2 must be completed and sent to the Responsible Member of the Senior Administration or Staff Council for edit/review. If needed, the PAG may need to be involved in completing Section 2.
  4. Once Section 2 is complete, send to the Senior Administration (email: Executive Assistant to President & Director) for review. If necessary, the RO may be requested to present the policy to the Senior Administration at the time of its review.
  5. If approved, the complete document is sent to the Staff Council (email: Executive Assistant to DDR VP) for review. If necessary, the RO may be requested to present the policy to the Staff Council at the time of its review.
  6. If approved, the final version must be forwarded to the Vice President for Legal Affairs and General Counsel, and the Director of Human Resources & EEO Officer.
  7. If approved, the final version must be forwarded to the Policy Advisory Group (PAG) (email: pag@whoi.edu) for informational purposes only.
  8. At the same time, the final version must be forwarded to the appropriate party for uploading to the Institutional Policy Web site and promulgated to the WHOI Community.
