After the Neecho was offloaded in Arica, Chile, she was on the road again, this time to La Paz, Bolivia, for a brief stint in a customs “jail”. Getting the Neecho out of confinement was simplified by our having a working convenio (scientific memo of understanding) with the binational (Peru/Bolivia) ministry-level, Autoridad Lago Titicaca. ALT’s cooperation and support has been essential at all levels of the project.
