Job Summary
Reporting to the Manager of MIS, understand administrative systems, identify critical business issues and assist in the development of practical, workable solutions (manual or automated) to these problems with the customer as well as fellow MIS associates.


Major Duties
1.          30% Understanding Administrative Systems - Analysis of business issues and the development of workable systemic solutions.  These workable solutions may include: 
  • Automated solutions such as new configuration within the existing core application 
  • The selection and implementation of  other vendor software packages 
  • The development of functional design specifications for WHOI custom programs.  These programs could be reports or an on-line transaction based application.
  • The workable solutions may also be manual processes, which are developed.
  • Supporting Actions:

  • Interview / work with the customer to gain an understanding of their department's needs while keeping the perspective of the Administrative area as a whole.  Develop workflow and process flow diagrams to help identify improvement opportunities for both the customer and potentially fellow MIS associates to leverage if the opportunities need automated solutions.

  • For Packaged System Selection and Installation: Assist in the development of customer requirements and understand weights of requirements, research and analyze vendor solutions, contrast and compare vendor solutions against customer requirements.  Processes may need to be developed to ensure the proper and consistent use of the application to maximize its effectiveness to the organization.
2.          20% Configuration analysis, design, creation and testing of Bi-Tech modules.
    Supporting Actions:

  • Design the configuration of IFAS modules maintaining existing configuration of modules.
  • Assist in the coordination of new releases of the Bi-Tech software to include analysis of new functionality, set-up, testing and implementation.
  • Assist the customer in determining the impacts that configuration changes will have on workflow.  
3.         20% Production Systems Support
    Supporting Actions:

  • Support troubleshooting efforts as appropriate.
  • Communicate changes made to production to promote and support a high-level of clear and concise information sharing to management.
  • Assist in the management and resolution of System Deficiencies including recording, reporting and testing.
  • Promote user community involvement in testing patches for System Deficiencies.
4.          20% Communication / Facilitation

    Supporting Actions:

    Effective oral communication skills, effective presentation skills, ability to conduct effective interviews/applies effective listening skills, ability to resolve issues, effective written material, logical organization, readability and conciseness.

5.         10% Web-based development and basic end-user reporting
    Supporting Actions:

  • Design
    • Translate functional requirements into a technical design.
    • Ensure unit test data is prepared and maintained.
    • Develop accurate and meaningful detail design documents and ensures their completeness and accuracy by confirming approach with other MIS staff and the customer.
    • Define and ensure design is complete, standards are met, interfaces are addressed

  • Programming
    • Develop accurate and efficient programs which meet specifications and standards
    • Conduct code reviews with other developers
    • Prepare unit test plans

  • Testing
    • Prepare integration test plans
    • Integrate testing and stress testing
    • Identify system deficiencies as errors or enhancements
    • Recommend possible solutions
    • Implement approved solutions

  • Documenting
    • All supporting activities outlined above should be documented clearly, accurately and consistently.


Major Challenges
  • Keeping up-to-date with potential technical solutions that will assist the Administration at WHOI in effectively operating. 

  • Developing and refining analytical and interviewing skills as it pertains to business and process and re-design.

  • Working with customers to help them identify the best ways to improve departmental as well as cross-departmental processes.  This is a challenge as the organization as a whole needs to work to become more process oriented, but this position will be ahead of the curve, paving the way for this orientation.

  • Understanding, at a detailed level, how Bi-Tech configuration is structure to best support the operational needs of the Administrative area.

  • Maintaining a coordinated, flexible and successful business approach within a fast-paced changing environment.

  • Managing multiple requests from internal and external sources, often with conflicting or non-integrated needs and responsibilities.

  • Build and maintain teamwork with other departments.


Team Engagement
This individual will perform as a team member on development assignments as well as non-development assignments.  Some business resolutions may result in changing processes which are not application related. The team may only consist of the Customer and the Business Analyst but at no time will the individual work alone.  This is not to imply that the individual will not have individual accountability or responsibility.  Instead, it is to confirm the understanding that there is always a customer for the applications we develop or the processes which we document and refine.  The customer is always an integral part of the team.  The individual may be required to lead the team in many aspects of a project and must have the leadership, facilitation, and negotiation skills to perform effectively.

Desired Education/Experience for Hiring
Education
B.S. in Computer Science or related technical field

Technical Skills
In-depth hands-on experience with Windows and Microsoft Office 
Hands-on experience with relational databases and their concepts is preferred
Hands-on experience with Bi-Tech CDD reporting is preferred

Administrative Knowledge 
Functional knowledge of administrative systems is a primary skill requirement.
Detailed knowledge of Bi-Tech is preferred
