Job Summary
Reporting to the Controller, is responsible for the organization and administration of the Institution's annual operating and capital budgets as well as the general accounting functions.

Major Duties
  • Ensures the development, implementation and operational control of the Institution's annual operating and capital budgets in accordance with established Institution and financial regulatory policies and procedures.

  • Coordinates the development of long-term financial plan for the Institution; develops and maintains a long-range financial planning computer model.

  • Maintains key indicators for evaluating financial status of the Institution supported by periodic analytic and interpretive reports, including monthly and quarterly financial projections and performance of actual versus budget.

  • Serves as primary liaison with Department/Center Chairs, Administrators and Administrative Managers regarding budget policies and procedures; provides training/workshops on budget processes as appropriate.

  • Facilitates financial data collection from departments/units related to budget development.

  • Builds consensus and support among mangers and staff in development of the Institution budget; maintain clear understanding of the mission, goals and objectives and plans for the Institution and each of its operating units.

  • Works closely with the Manager of Government Regulation on indirect cost rate submission and compliance issues.

  • Administers affairs of the General Accounting Office, including supervisory staff and the processing and recording of accounting data to ensure accurate and timely monthly and year-end financial reporting to management.

  • Manages the automated accounting system from an operational perspective including monthly closings, data control and systems accounting support.

  • Reviews, develops and evaluates internal control procedures with the objective of assuring the integrity of the accounting and financial reporting system.

  • Assists the Controller in the development and implementation of approved accounting policies and procedures.

  • Interfaces extensively with the Institution's independent public accountants, government auditors and senior management.

  • Performs other duties as the supervisor may deem necessary.


Desired Education/Experience for Hiring
Bachelor's degree in accounting or related field required, Master's degree strongly preferred. CPA highly desirable. Minimum of five years accounting/auditing/budget planning and financial analysis, with a demonstrated familiarity with the principles of not-for-profit accounting. Comprehensive knowledge of broad-based financial functions in addition to financial accounting standards. Understanding of research/academic environment desirable; strong computer background required. Good communication and interpersonal skills are essential.
