Job Summary Reporting
to the Controller, is responsible for maintaining the Property Management
System, including property control and inventory, disposal and acquisition
of excess/surplus government property, as required by and in support
of the Institution's activities, and ensures compliance with appropriate
state and federal regulations and Institution policies.
Major Duties
- Administers
the property system incompliance with government and sponsor
regulations, particularly those from ONR, DOD, NSF, DOE, NASA
and OMB;
- Works
with ONR Contract Administrator for clarification on property
questions and keeps abreast of changes in regulatory requirements
to insure Institution compliance;
- Schedules
and oversees physical property inventories throughout Institution
buildings and ships and in compliance with regulatory requirements;
coordinates arrangements with departments for periodic inventories,
surveys and inspections by funding sponsor;
- Oversees
property management system designed to:
- Identify
and tag Institution property;
- Establish
accountability records upon receipt of property;
- Track
property for location/ownership, especially at project/grant
completion;
- Maintain
listing of Property Custodians for all accountable items;
- Communicate
with departing employees on property issues;
- Respond
to Institution property needs.
- Reviews
current property policies and procedures and recommends improvements/enhancement
to supervisor as appropriate.
- Reviews
requests for excess government-owned equipment/property and
may identify equipment for Institution consideration;
- Supervises
support staff in accordance with Institution policies and oversees
property budget within established guidelines.
- Performs
related duties as required.
Desired Education/Experience for Hiring Five
plus years of experience in property administration, including acquisition,
control, maintenance and utilization. PC familiarity required; previous
supervisory experience desirable. Incumbent should be willing and
able to train for certification as Property Specialist and become
eligible for and designated by funding agencies as qualified to
screen for excess government property.
