Job Summary:

Reporting to the President and Director is responsible for maintaining the Institution’s security posture and ensuring adherence to appropriate Federal regulations.  Processes and monitors security clearances for Institution or its personnel.  Monitors research and engineering activities involving International Traffic in Arms Regulations (ITAR) regulated technologies, and oversees dissemination, review and enforcement of the Institution Technology Control Plan (TCP).



Major Duties:

Working with the Defense Security Services (DSS) and under the provisions of the National Industrial Security Program Operating Manual (NISPOM) and the International Traffic in Arms Regulations (ITAR):

  1.  Creates and maintains procedures to fulfill requirements of the Defense Industrial Security Program (DISP) as set forth in the Industrial Security Manual for Safeguarding Classified Information (ISM) and its updates.  Works with the Defense Security Service (DSS) to ensure compliance with ISM and ITAR provisions.
  2. Establishes and maintains personnel clearance system.
  3. Discusses security requirements with Principal Investigators at the start of a classified contract.  May include working with agencies to resolve disagreements regarding classification guidance which occur between Principal Investigators and Program Managers.
  4. Monitors continuing classified projects to develop new procedures for safeguarding as the classified or ITAR aspects within project change.
  5. Assist personnel in the establishment of approved computer systems for data manipulation on classified contracts.
  6. Educates cleared personnel on changes in procedures, contract requirements and impact on classified or ITAr related projects.  Provides required briefing to cleared personnel.
  7. Provides guidance to supervisors regarding access restrictions for personnel and visitors to classified or ITAR relevant activities.  Reports to DSS as appropriate.
  8. Investigate all compromises or suspected compromises or classified information and reports the investigation to the WHOI President and Director and DSS.  Provides recommendations to the President and Director regarding proven compromises.
  9. Prepares for and participates in periodic inspections to evaluate all security procedures applicable to the Institution’s operations.
  10. Works with the Office of Naval Research (ONR) Representative/Officer on a continuing basis to provide ONR with security implementation details and obtain guidance and clarification on security questions relating to ONR funded projects.
  11. Establishes security procedures for classified cruises and meeting; briefs cleared personnel on their responsibilities with regard to travel to designated countries, and reports visitors from designated countries to cognizant agencies.
  12. Establishes and maintains classified document control system.
  13. Coordinates with the Director of Facilities the construction, maintenance and modification of all secure research facilities and vaults used for classified research or data storage and manipulation.  Arranges for pre-approval of such facilities once modifications have been made.
  14. Establishes and maintains procedures for maintaining COMSEC account and utilization of STUIII (secure telephones)
  15. Performs other elated duties as required.


Desired Education/Experience for Hiring:

U.S. citizen.  Must be eligible for and granted SECRET level clearance.  Must complete security training as deemed appropriate by the cognizant security office.  Minimum of satisfactory completion of the Essential of Industrial Security Management (EISM) correspondence course within six months of obtaining the FCL or assuming security responsibilities and attendance at an Industrial Security Management Course conducted by the DSS within 12 months of acquiring safeguarding capability.  Familiar with ITAR and application of those regulations to research, engineering and export activities.  Must be cleared as a Key Management Personnel (KMP).  College degree in Business Adminstration or a related field preferred or the equivalent combination of education and experience required with one to two years direct experience.
